MSDS Development Process
The Directorate of CG&OS utilizes an internationally accepted approach to prescribe minimum service delivery standards (MSDS) for all Healthcare Establishments practicing legally recognized systems of treatment. The methodology incorporates an extensive review of national and international best practices, interviews with key informants, field visits to HCEs to assess ground realities and extensive consultation with leading professionals in the field and a multitier scrutiny process.

The draft MSDS finalized after meticulous and exhaustive review by PHC experts from all directorates and stakeholders in the field are presented before stakeholders in formal consultative workshops. Subsequent to the incorporation of feedback thus obtained, drafts are scrutinized by the PHC’s advocacy arm, the Technical Advisory Committee (TAC forum).

Drafts endorsed by the TAC forum are then presented to the Board of Commissioners for approval and subsequently forwarded to the Government for final approval and notification before they can be used for implementation by the HCEs.
